I too had heard that UP wanted no part of the deal because it meant clogging Donner operations with the Capitols, so this is news to me and thus I don't know the answer to your question Dick.

Just curious, but how exactly does money set aside for high speed rail have anything to with a 2nd mainline put back in on Donner? I know a question like that leads to political arguments and by no means do I want to hijack this thread and make it political. I am just curious if someone out their can explain the specific details of how this fund and a 2nd main )one that would never be able to do more than 40mph for any passenger train) have anything to do with one another?
