I believe that the UP has done an about face on this issue and is revisiting it and considering accepting the money. The main purpose is to aid infrastructure and to get trucks off the highways. The added benefit would be one more Capitol over the summit which would allow a few added stops along the way including, one would assume, Soda Springs which would be great for the ski traffic. Much, I think, is being made to get more efficient freight traffic in and out of CA, and CA may be concerned that with The Panama Canal's widening in three years, this could take a lot of business away from the trans cons and even the ports.
