SMART Vs. NCRA - Who's in the Right?

Seems to me that SMART is -- as usual -- up to no good. Just
because Lillian Hames puts it in a memo, doesn't mean it's
true.

NCRA got $60 + million dollars to repair SMART owned track.
Was there any kind of implicit agreement or understanding that
SMART would not get in the NCRA's way?

Seems to me that the entity here that has been misleading
the public is SMART, not the NCRA. Yet, because SMART
has nothing but local politicians on their Board
and has fed the impression that the NCRA "is at fault"
a lot of people think the NCRA is the bad guy.

If SMART is willing to keep NCRA from starting up, just
when the NCRA is ready to start up, SMART will stop
at nothing. If SMART thinks it in its interest to
run NCRA into the ground it will do so.
