I am well aware of the byzantine management issues at Amtrak-recently at LOSSAN we've been quietly invaded by a round robin of new drones passing through town, even from Philly and points east. The States are now key players, and people back in Philly, who previously could give a rat's ass about some of these successful corridor programs, are now wanting to insert themselves into that trough.
The only relatively bright spot was Amtrak hiring Pat Merrill after his departure from Caltrans, which almost everyone agree's was a big loss for Caltrans rail program.
Of course, after having had dealings with the CHSRA's, and it's high quality management team, Amtrak's management looks amazingly competent by comparison.
