From the photos it is apparent the flat car has been recently repainted; the green is too dark & reporting marks are not of correct font. Also no other data is shown, such as weight limits or lube data. Most likely the car is now privately owned; the Fed regularly donates such cars to museums or offers them cheap to shortlines.
Also, what is a basalt car ??? Are you referring to a ballast car ???
