Not exactly. Berkeley did pay extra for its subway and I am sure most of its residents recognize the investment to have been a good one.
HSR on the Peninsula presents more difficulties for a subway. Four tracks plus how do you accommodate the UP. You could dump the hsr and go for BART ring-the-bay. Alternately you could dump the hsr and do an electrified Caltrain with some trenching and some underpasses along with the Transbay Terminal tunnel.
Naturally Bechtel is gung-ho to impose aerials, either of the filled berm or concrete variety, I think mostly out of a corporate cultural commitment to "Brutalism", which celebrates the ugliest, cheapest, noisiest approach to any engineering challenge.
