The shutters were removed and replaced by a screen by the SP when the units were assigned to the T&L lines to allow for better radiator cooling. The same thing was done to the RSD-12s and RSD-15s. More examples can be seen on Jeff Moore's OC&E page: [www.trainweb.org] It's a mystery to me how the radiator water was kept warm in Oregon.
