Lets also remember there was EO 14 issued in June of 1990 to the NCRA and its operators and they never once tried to comply with EO 14 so there was EO 21 given the history of the compliance of NCRA and its operators with the emergency orders FRA will be looking at each tie, crossing, gauge condition and condition of the rail and all the training programs, its contractors and employees of this line before they let it reopen.
