I don't remember exactly when footboards were outlawed, but I'm pretty sure it was late 70s (77 or 78 maybe), so they were still allowed when the above photos were taken. I also seem to remember road units having them removed on the front, but staying on the rear for awhile longer. Anybody have more precise info?
