While the pedestrian in Matt's photo has no business being beyond the gates while they are down, to be fair, the track he is standing on is exclusively for the Waterfront Streetcar (note the trolley wire visible in the photo). The Streetcar track is not connected to any other railroad track, and the Trolley had been closed for several years at the time of the photo.
