They'll maintain funding, just raise taxes on other things. Feds doing just that with their energy bill. Consumers end up paying in the end. New fuel standards being proposed will be met with much smaller cars (as it usually is) so there will be a reduction in car pooling, and a reduction in cars confortable enough to ride in for any length of time, forcing people onto mass transit, which is the plan in many areas anyway. Several cities are proposing large tolls for cars entering city cores---much of the revenue earmarked to transit, and forcing people to use transit. Government rarely takes a cut, it just increases it's cut.
