The east side acess plan calls for a third level of tracks below the exixting two levels that serve Grand Central... (they would be numbered in the 200 series according to the drawings In the old days the long distance trains used the upper level and commuter trains used the lower level... now comuter trains use both levels....

The AMTRAK trains from Albany and beyond that used to go to Grand Central now use the old freight route that goes under Riverside park on Manhattan's Upper west side to get to Penn station. Metro North could use that line if their is enough capacity in Penn station when Long island RR moves some trains to Grand Central
