Question: What is a MOP? Is that like the Rapid Responder on the Mojave Sub? Or a Corridor Manager?
And a couple of observations:

I'm curious as to why so much accuracy required here. The math seems highly refined for a district absolutely famous for trouble to the risk taker. But, I suppose the management feels if it looks good on paper, well then, it must work!
And, by the way, I really like Item 3 regarding the 'Plan B' exit scenario when the first plan (get the train over the hill with minmal HPT in blowing snow and sleet) falls apart! Ha! I know what my plan would be and it probably wouldn't fit into the Transportation Service Plan.
