Loss of ALL regional Trains in Italy

I'm an expat living in Trieste, Italy, some 2 rail hours NE of Venice. In the paper it was noted that Trenitalia will discontinue 30 of the 33 trains outbound from here on Dec 17th. A check of their website confirmed this as the only trains not discontined were Frecciabianca and EruoStar-City trains, all 3 are inter-regional, fast, and with few stops. A check on their website showed the same for the Rome-Naples segment.

The following day the paper said that local and regional service is being pawned off to the provinces, following the government's decision to make the provinces more autonimous. Anyone know anything about this? In another matter, Trenialia cancelled the Venice-Vienna train last year, substituting BUS in it's place! I'm clueless on this one, it was a 10-12 car train and combined with a train out of Germany at Villach. Any info?
