Why don't you invest in a handheld Yaesu radio like a VX-170 or 150 or their current models which are a FT-250 or a 270 with a Diamond SRH77CA antenna? You'll be able to hear a lpot more than you'd hear with a regular scanner only because of how sensitive the Yaesu's are as compared to RS model scanners. Take a look at the used or open carton radios found at places like:

While you may not be a ham radio operator, I found a nice tri-band radio (Yaesu VX-6R)at the R&L site for a mere $180 which the only problem being a slightly chewed quick charger power wire (easily fixed) and a very slight scratch on the window face that you can't really see and when you do, you forget about it. There are some used RT software out there as well as the software takes a lot of the manual work out of the equasion and transfers it onto the computer screen with the tiny boxes and wording (can't seem to enlarge anything despite my efforts including contacting the software maker). Go to: www.vertexstandard.com and click on the amateur radio link that scrolls across the main window and then click on the link taking you to the handheld models. From there, take a good look at the spec's as well as downloading the owners manual and you will figure out which radio is best for your money.
With the right radio and antenna, you'll be amazed at what you weren't hearing before!
