A nice satire on the whole thing. My first thought on seeing the map was "Who is going to pay to upgrade the CORP line from Euguene to Medford? A lot of it is only 10mph track." The second thought was "Even upgraded, with the mountains and curves the travel time could be all that good." And that was just in Oregon, there are probably similar situations thoughout this map.

This pipedream is just that. Pretty lines on a map, but a non-starter.
