The 2 cars on the end of the train may indeed be Santa Fe cars, however they were not built by Budd. The clue is the smooth roof on each car; Budd cars had stainless steel fluting running the length of the roof as well as sides. This fluting was not there just for looks; it was part of the structural design of the car. The cars shown were most likely built by Pullman - Standard, based on the type & spacing of the side fluting.
