Boxcars are probably going to Portland to get cut up. BNSF has a contractor at Pasco and Spokane that likes to truck the cars to Portland for final cut up---don't understand why as many of the cars appeared movable they hauled out of Pasco, and with the price of fuel, I'd think it would make sense to cut them up in place. Don't know about the dead line at Hinkle, the SW 1500's and SD-40-2's are probably going bye, bye, maybe dash-8 too as a surprising number of railroads are choosing not to fix them.
