I saw this same train in Hood River going west. this caught my eye too, I'd never seen that configuration before. my thought was this, and it's pure speculation -- maybe there is a tunnel being worked on somewhere on the route and the containers were kept single for clearance. But I don't really know. Very odd, tho!!
