Were the containers 20 foot & 40 foot open - top ??? Tarps covering the top, or no top??? It may have been the Trash Train. The loaded cars are often so heavy they cannot be double - stacked without exceeding the car's gross weight. These cars are usually filled with dirty dirt & construction debris in Seattle, then sent to Eastern Oregon & dumped, so they can leach into the Columbia River !!! Same thing happens on our side of the river, so Drink Up Portland !!!
