Improving Donner tunnel clearances

From observations, what portion of the double-stack clearance additions were accomplished by drilling and grouting behind the existing concrete, then notching the existing concrete to provide clearances for the higher double stacked cans?

This method is common. It is interesting to watch; both while being performed and later in service. Not much clearance; but it works. Just inside such tunnels are notices ordering that track repair and/or modifications must have permission the track maintenance engineer's office staff.
