I agree about the Indian gaming - was not advocating it - just pointing out the disadvantages that Reno faces. And I suspect it doesn't matter much what California believes; as they are extremely limited in authority anyway. The casinos themselves are on so-called "Sovereign" Indian lands. Anything California proposes to do must be negotiated with the Tribal councils, approved by the Feds, and in some cases approved by Congress itself.
And worse yet, such sovereignty is in some cases being granted by the Feds on very small local parcels within California cities that were once within the zoning authority of that city, and not historical reservations.
It's mostly a Federal matter involving the interpretation of treaties. I doubt the states can do much about that, except squawk a lot to their Congressman. And a whole lot of good that ever does! In the meantime, Reno in fact, has some stiff competition.
