Scanner Freqs.

I haven't had my train scanners on for a while. Coming back from Yuma, Az. a week ago, I noticed no PBX traffic on my second scanner. Yuma to Ventura: nothing. Have UP and other RR's started the freq. change as mandated by the Feds.?
