Generally its a group of M of W employees trained on the equipment in question, be it a rotary, snow dozer or jordan spreader or flanger. The device is pushed by a locomotive with whatever train crew is available----however, some roads used to use special train crews as well, although few do these days. Light duty snow removal equipment like ballast regulators, dozers and etc... are operated by M of W people. Automated snow removal equipment like switch heaters are usually maintained by signal maintainers.
