Boiler Inspection Question

Question?

Does anybody know what is the technical reason for the federal regulations, that limit a steam locomotive boiler to 15 years? My understanding is that the 15 year inspection is very invasive, requiring at least a partial tear down; and so is way too expensive.

Why 15 years? Is that just an arbitrary number, or is there some physical reality that says 15 years in particular, is about as much as prudence will allow?


Just asking - because I don't know.
