This is just a guess on my part since I don't even have the calendar picture much less any knowledge of SOU practices....BUT...if they look like air tanks they might be there in order to make room for larger fuel tanks under the engines. The EMD did a similar thing for SP on the Geeps that were used on the Del Monte (they were called torpedo boats because of the "tubes" on the roof) to allow them to make a round trip from San Francisco to Monterey and return on one tank of gas, so to speak. Just a guess.
