The video clearly shows them trespassing on the ROW when the 3 of them are standing next to the moving train and the one guy reaches out and touches another moving train. In addition to those two clips, when the jumper is walking up the the hill there is a cement structure behind him, clearly he is between the two tracks. Even if the second track has been removed at that spot, it's still UP property. I guess the RR police do not come out in the snow and the cold.
