Without getting into the labor and political issues, the Santa Fe numbered it's early F-unit sets as follows:

F7A No. 37: An undisplayed "L" meant the unit was a Lead unit
F7B Nos. 37A and 37B: "B" units of the same set of F units
F7A No. 37C: The second "A" unit, designated as "C" for the second unit with a Cab.

Either of the A units could be the "lead" unit in the consist.
