Sounds to me like the perfect solution for the NWP!! They can set on and hyrail for a few miles then take off and drive a hundred miles or so and repeat the process.
They can disconnect from the "general system of transportation" (I think God already has that part handled) to elimnate FRA compliance with carbody strength regulations and engineer qualifications and when the vehicles get really worn out they can be turned over to whatever current operator is on the NWP for use as track maintenance vehicles! Hmmmm...a very classy motorcar at least.
Very cost effective in that they can continue to pee away the money but still make a showing to the taxpayers. Must get to work, it's Monday morning and we've got trains to run.
