I got the impression this was a work train, being moved a car at a time, powered by the burro or whatever they have as part of the MOW work.

It was my understanding, from the original bid document, that the NCRA was going to the initial work to open the line, then turn it over to the operator (NWP). The operator hasn't filed yet for their certificate with the STB, so there certainly wouldn't be any revenue moves anyway.
