Looks like Humbolt bay and the NCRA and NWP lost out on a container terminal, with the xcess capacity around the west coast, who needs a port with a railroad that cannot move double stacks.
Port of Tacoma to build $300 million container terminal for NYK

TACOMA, Wash. — Port of Tacoma officials have announced plans to build a new container terminal for a Japanese shipping company.
The $300 million complex would cover 168 acres on the east side of Blair Waterway, and it would be leased to Yusen Terminal Tacoma Incorporated, a subsidiary of Nippon Yusen Kabushiki Kaisha. Another NYK Line subsidiary, Yusen Terminals Incorporated, operates a terminal at the Port of Los Angeles.
According to a port news release, the two-year project should generate about 3,000 construction jobs, and the terminal is expected to create about 3,200 jobs in Washington state, including 1,800 in Pierce County.
The NYK Line's board of directors approved the plan on July 26th at a meeting in Tokyo, and the Tacoma Port Commission has scheduled a special meeting tonight to do the same.
