The Gold Line construction has technically started with utility and structural assessments and "digging" at the replacement bridge location in Arcadia on the I-210. It's just not going to be built to Pomona any time soon?
The Gold Line to Pomona will not be under construction for quite a while, as the ridership numbers for that segment are currently projectyed to be quite low, compared to other much more competitive transit projects. The distances, travel times, and trip destinations really make more sense to be served by Metrolink on that segment. But, local politics has been driving the proposed light rail extensions beyond Citrus College, to "Pomona" (actually Claremont in LA County and Ontario Airport in San Bernardino County are the proposed 'new" extension destinations).
The Gold Line extension to Citrus College, which is a funded and environmentally clearded project, is likely to begin full blown construction work sometime later this summer. This segment of the Gold Line to Citrus College is likely to see much more respectable passenger volumes and is a relatively low cost/high speed LRT extension.
