Or, to put the question a little bit differently, let's say that the person who was called in was not a white male. Let's say it was someone with dark skin wearing a turban and a robe. And let's also say that this person was in the parking lot of....well, take your pick: Secret Service, FBI, US Attorney General, police department, etc. With all things being equal except for the description of the person and the location (both on controlled public property), does that change things at all, or does everything remain the same?
