It was state money that was used to fund the rebuilding of the NWP. With state money comes state requirements. One of them being an EIR. Novato teamed up with the Friends of the EEL river wack jobs. The NCRA wanting to complete the repair work and with contractors laid off gave in . Novato won the suit (settlement) The NCRA even had to pay all of Novato's court costs . Three hundred twenty thousand dollars as a swift kick in the butt on the way out of the door . The NCRA and it's attorney ended up looking hopelessly amateurish
