Carol is correct, the main use is for HEP. To quote a certain individual who is rather high in the organization "Does this thing look like it has head end power?"

I suspect that another factor is the built in backup power, should there be a problem with the steam locomotive. It's probbaly nice to be able to tell BNSF, "Yes, we can get out of the way!" That is pure speculation on my part though.
