They might have been 40 years or so ago, but not now. That trackage today belongs to the Minnesota Commercial Railroad and ends at the power plant. There is a small rail-truck transload facility very nearby on the MNCR.
The GN mainline to St. Paul used to run over the stone arch bridge, which is upstream from the I35W bridge and crosses the river at an angle. That bridge now hosts a walking/biking trail but no trackage.
