Everyone seems to forget that this is a state-funded museum, and like most such things, it has too much office-type staff, too many rangers (like Steamtown), and too few people doing the hard, dirty work. Last I knew, they had only 1 or 2 people working on "restorations," and this has been the situation for the past several years. Any time budgets need to be cut, the shop is the first place they go. This explains why they've turned out so few "new" restorations since they opened in 1981; it takes all the paid shop staff and volunteers they have just to keep the things they do have restored up to speed.
That said, they have often taken the attitude of "We can't handle anythng else here, but we don't want any other museum to get it, either, so we'll take it."
