AMTRAK Sleepers on the head end. Why?

Anyone understand why? Allowed, there are exceptions such as 27 and 28...or Texas Eagle sleeper between San Antonio and L.A. but we recall before AMTRAK sleepers were always on the rear of the train. When paying for first class one feels it is 2nd class to be behind the baggage car and ruin a good sleep listening to the costant horn blowing - like every minute going across Indiana's rural roads on the westbound Cardinal. As well, which end is safer?
