They sell 1/2 of the economy rooms in the transision sleeper so keeping them all on the head end made sense
Although if I was in charge I would have the consist reversed with the bag on the rear, along with the 10 car, sleepers, diner, lounge and coaches up front.
Putting the conductors on the rear like it use to be a long time ago where they can watch the entire consist and incase of an emergency like on the ground or if they needed to "Plug the Consist" and not worry if an anglecock is turned or a hose is kinked.
They can put a flashing marker on the rear of the bag car
