These days, that's pretty much the case. Back when steam was used for train heating (and for A/C on some roads), though, the sleepers (and the dining cars) would've been kept on the head end since they would've been closest to the steam source and would've had a guaranteed supply of adequate steam even in very cold weather; with HEP, though, that's not a concern and the consist can be arranged as desired.
