So... Is the runoff from an active operation, or an shuttered/abandoned one? You were very quick in chastising the previous poster for making a general comment about reclamation, but you seem very certain about your own (fairly general) statement as to the cause of the colored water, despite lacking any specific detail.
However, applying your standard of burden of proof, I'm to assume you're a mining engineer or chemical engineer (in a mining application), or have consulted with one about this specific stream in Pennsylvania, about the specific origin of the runoff, the specific mining operator at fault for the runoff, the specific chemical responsible for the discoloration as well as it's use and function in ore processing, and the environmental impact of the chemical in the stream, all before making your comment on this message board...
