SMART may pay NWP Co to NOT Operate

Unbelievable. Now that NWP-freight has started to operate,
SMART is willing to use taxpayer dollars to pay them to NOT
OPERATE in order to save construction costs of SMART initial
operating segment (IOS) from San Rafael to Santa Rosa.

Will this fly?

Would NWP accept such a crazy scheme?
