Knowing the Fed's past reluctance to fund any capital improvements in Amtrak, I think it is important to grab any money they can, before it gets caught up in any budget cuts. Besides, with the exception of the Acela trainsets, all the other Northeast Corridor engines & cars are 25 years old or more. I'm not sure Amtrak can wait another 3 years or more to see IF the FRA will relax crash-worthiness standards;IF Positive Train Control turns out to be really swell right from the get - go; IF there are no bugs in the system; IF the FED will be in a giving mood again.
