I think they're suing over the CEQA document, which is state-level not Fed. Am I wrong (the article wasn't abundantly clear on that)?

If it's state-level, there are some fairly picky requirements for standing that the groups probably meet or they wouldn't have brought the suit (must have participated in the comment/approval process, short statute of limitations on filing suit, etc.) -- though there have been cases of groups trying to argue some reason for being able to sue over a project despite the limitations (most have lost on that).

If it's Federal (which I doubt), the judges usually have little interest in what they consider frivolous - and on the current facts a lot of their claims seem to be in that category.

Given their statements earlier in the process, is anybody surprised about this? If they are, they haven't been paying attention. Cue the legal fees ...
