Concord NWS would have used Alco or EMD switchers anyway; any GE switchers used by the Navy or other branches would've been center cabs, usually 60 or 80 ton (or more, as most had ballast added when rebuilt). Some of the early offset cabs were used by the Navy, but anything purchased after 1940 would have been center cabs.
