My guess would be it is a corporation which excludes the owner from liability beyond the value of the company. More than likely, all the equipment operated by this company is leased or financed so there are no assets there. I am not sure how Nevada operates, but it is also possible the truck (like a taxicab) was leased to the driver. Most dirt haulers in California either own the tractor and sub-lease to the company or they lease the vehicle from the hauler.
Amtrak, the UP, and the victims can sue all they want but my guess is there is very little they will get. Who has the deepest pockets? Obviously the UP and Amtrak.
