I remember packing matches into a rolled up paper tube.
That's called a fire-cracker.

I do no ever recall packing explosives into a pipe and
calling that a Fourth of July left over.

'Course, without seeing an unedited photo of the item,
we may never know just how much editorial content has
been applied. Technically, for headlines, I suppose
a Bic lighter could be called an explosive device.
