They may or may not have tried, as you say; but they still didn't - couldn't - wouldn't - whatever
And the only reason for slow running on hot days, (and it was not that hot) is improperly laid ribbon rail, and perhaps not enough slip/strike expansion joints. They were in too much of a hurry to lay it down (gotta keep the gang's productivity up - ya know), than to wait for the correct ambient temperature range. And it's obvious they knew it days in advance of those hot days - they must've known it was 'risky' the day they laid it. CSX also cuts these same corners, with sometimes disastrous results (at least according to the NTSB).
But not just that either; I'm old enough to remember when maintenance gangs knew how to get out of the way in time for anything they knew was coming. It was not necessary to close a line for a whole day. Heck, even in the ol' Espee days, we could change out a thousand or so feet of rail and have it passable in 2-1/2 hours, just in time for Amtrak. But what the hey, gang productivity must be maximized you know; no matter that now the railroad "CAN'T HANDLE IT".
So the bottom line? - They still CAN'T - and that is so U.P. (Utterly Pathetic)
