Well, as Mr. Guy said above, if Ken Sito has any say about it, trains are not to hold up unless the track is dangerously impassable. MofW is not to hold up trains to do work. I have heard him say this. Also, MofW curfews are planned way in advance and ALL trains that will be affected by it are taken into account, including switchers and locals. Lots of advance planning goes into these things to have minimal, if no service disruptions.
