The wye you speak of also known as "Jastro" is used by the San Joaquin Valley Railroad to reach the UP which they have access rights for to reach their trackage north of town. I think the Jastro track may belong to the UP. In the ancient past the SP used this trackage. Amtrak use to turn the "San Joaquin's" there until they went to push pull operations. They may still us it occasionally. There is a pipe yard that gets deliveries occasionally of oil field pipe on the Jastro track. This is switched by the SJVR. The BNSF interchanges east of town at "Kern Jct." where they intersect with UP.
